Following the news that Will Hutton, in his government-backed review on public sector pay, has called for a 20:1 ratio to be created linking public sector remuneration levels for top- and bottom-level staff, Dr Steve Davies speaks to BBC Radio Wales' Good Evening Wales programme to argue that a competitive process is needed to determine pay levels, and that an arbitrary rule will create unintended disincentives.
