NB The editor would like to point out that Philip is worried that he will be portrayed as somebody who believes in more regulation as a result of the comment about the need for "enterprise to be restrained". Edited out was the second half of the sentence which went on to say that such restraint could be self restraint or restraint within a general framework of law.
