Gatwick offers a 'user-pays' scheme

Gatwick Airport have revealed that they will offer cash payments to residents disrupted by a second runway. These payments are intended to contribute towards resident's Council Tax. The article in The Times refers to recent recommendations made by the IEA, which suggest that tax breaks should be offered to those residents affected by the runway.
