Passengers, not taxpayers, should pay for the railways

Dr. Richard Wellings spoke to Radio 5 Live about the announcement that rail fares will increase by twice the rate of inflation. He argued that the government hasn't gone far enough. It is hugely unfair that taxpayers subsidise rail users to the tune of £5bn a year, especially as long distance rail users tend to be wealthier. Users not taxpayers should be paying for cost of travel and investment.
