Prohibitionist measures do not cut smoking rates

Christopher Snowdon appeared on RTÉ Radio discussing ways to reduce smoking rates. Chris argued that smoking bans have failed to reduce smoking rates. Chris pointed to Ireland which has some of the highest regulatory measures however maintains one of the highest smoking rates. Harm reduction is the way to help smokers rather than prohibition.
