Richard Wellings discussed the government rail franchising debacle and HS2 on Radio 5 Live.
Richard Wellings explained that rail franchising has become a hugely costly, risky and politicised process. The Secretary of State cannot get to grip with the details as it has become far too complicated.
He argued that HS2 is another example where the business case is deeply flawed. The whole debacle calls for a radical structural reform of the railways. The long term solution is a return to a system where the same company runs the trains and railways which may end the complex layers of bureaucracy which cause problems. Clearly if the government cannot run a bidding process then they cannot run a railway.
