We should merge pensioner benefits into one payment

IEA Director-General Mark Littlewood debated Bishop Stephen Lowe on whether or not pensioner 'fringe' benefits such as free bus passes should be kept in their current form. Mark argued that the present system was inefficient and should instead be rolled into a single payment that allowed the elderly to choose how they spent their money.
