Mark Littlewood, Director General at the IEA, joins the conversation on BBC Radio 5's Pienaar's Politics, arguing in support of the government's welfare reform proposal to cap benefits at £26,000.  He argues for the need to encourage entrepreneurialism and a culture of work, by making sure that it pays more to work than to claim benefits.
