In light of Birmingham City Council's planned spending cuts, Dr Steve Davies appears on BBC WM's Phil Upton @ Breakfast and says that councils should, regardless of the necessity of cuts, move towards a system whereby they charge for individual services.
This would allow for the a more efficient use of services and would also find those people who benefit from certain services being the ones who pay for those services.
